Ok well this is a bit off as i am still confused of how it is done. But Teamspeak 3 has had a rumored feature for some time, (Not sure if it has been confirmed or not) It is called a Mixer and basically someone can set there codec to this one and someone else can set there's to this one and they work intertwined.
Example:
56k Person - LOW Codec
Cable/DSL Person - HIGH Codec
The 56k person hears the Cable/DSL person in a low codec, While the Cable/DSL person hears the 56k person in a HIGH Codec.
They just set there codec's in the settings to what they want.
Again i am not sure if this is even possible as i am confused to see how it would work exactly. BUT it would be an AWESOME idea to see in Mohawk!
